At first glance, Palpatine appears as nothing more than a mild-mannered, middle-aged, space-aged bureaucrat. Pull a little lever on his back, however, and his head swivels 180 degrees under the hood to reveal the horrifying, disfigured Darth Sidious, Evil Lord of the Sith. Plug a pair of lightening bolts into holes beneath his wrists, and bright blue lights create the effect of lightening shooting from his fingertips. As it turns out, thats a lot for one action figure not quite 4 inches high; it doesnt otherwise move or do anything else.
