The Lithuanian Government shall conform in respect of the whole of the Lithuanian territory including the Memel Territory, to the provisions of Articles 331 to 345 of the Treaty of Peace of Versailles concerning the Niemen.Article 40. The Port of Memel shall be considered as a port of international concern.
