About a very small drop of dish soap in a glass of water should be a good ratio. Just stir the soap in gently (not to make the water bubbly) and when you are ready to apply the decal to your clean surface, you can pour a little water on the back of the decal and apply it to the surface of your choice. Start rubbing (with your thumbs, or a covered squeegee) from the center of the decal to the outside and that should work out any bubbles. Give it a little time in the sun to evaporate any of the moisture out and you should be good to go.
