It may be either a driven or idler wheel, depending on your set up, usually driven.If an idler it will either have bearings in it so it may spin on a fixed shaft or be keyed to a shaft that spins. Idler wheel- A wheel that has bearings in it or is secured to a shaft that spins in bearings and is driven by the sanding belt, not shaft or motor Drive wheel- A wheel that does not have bearings in it and is secured to the shaft, either directly to a motor shaft or to a shaft driven by a pulley or coupling. The drive wheel is often keyed to the shaft with a 3/16" woodruff or square key.
