Mark Harmony, the CEO of Cazzo Cruise Line, which Gopher owns, stumbles onto 320 acres of vacant land close to downtown Sacramento which is sometimes known as “The Big Tomato”. There is a small lake on the land, but because of environmentally protected ducks, no developers are interested in the property. Mark pitches the idea of creating a massive gay luxury resort built around the lake. When Dick and Gopher bring architect Mike Hawk and contractor BJ Gargantis to look at the property, the Bankruptcy Court Administrator gives Gopher a ‘souvenir’ that he sets aside because of charity work he is doing after the massive fire that swept through Santa Rosa and burned nearly 6,000 homes and businesses. Gopher’s life is further complicated when he learns his estranged parents died in the fire and that he was an adopted child.On the day of the gala grand opening of Captain Jack’s Resort, Gopher finds time to relax and begins to read the ‘souvenir’ journal only to discover it is a detailed account of a serial rapist preying upon young students from Sacramento State University that use a bicycle path along the American River to cruise for sex.Dick is able to track down a hero that saved dozens of lives during the fire, including Rhonda Neal, Dick’s tranny pilot. Dick and Gopher have hopes of adding romance to the reunion he set up, but no help is needed. Dick calls on Matt Bonex from the Federal Investigation Bureau that he met during the Tinseltown Murder Case, but Matt’s boss doesn’t feel the journal warrants opening a case. Matt thinks there may be a serial rapist on the loose and is concerned enough to take a leave of absence from the FIB to help Dick investigate.Soon Dick, Matt, and Gopher locate more than half a dozen rape victims and while they’re investigating, another young man is raped and narrowly escapes becoming a murder victim.
