About the Author Ludwig Weber studied law at the Universities of Tubingen, Lausanne and Heidelberg and obtained an LLM degree from McGill University, Montreal in 1976 and a Doctor of Laws degree from the University of Heidelberg in 1980. From 1980 to 1982, he taught law at the Faculty of Law, McGill University, as University Lecturer. From 1982 to 1995, he was Legal Counsel of the International Air Transport Association (IATA), Geneva and Montreal. From 1995 to 2004, he was Director of the Legal Bureau of ICAO responsible, inter alia, for the Warsaw Convention modernization process on air carrier liability, leading to the adoption of the 1999 Montreal Convention modernizing the Warsaw System. Similarly, he had responsibility for the Cape Town process, resulting in the adoption of the 2001 Cape Town Convention and Protocol on asset-based financing and international registration of aircraft. He was Executive Secretary of the 1998 and 1999 Diplomatic Conferences convened by ICAO and Co-Secretary General of the 2001 Diplomatic Conference. From 2004 to 2011, he was Consultant to ICAO responsible for the setting-up of the new International Registry under the Cape Town instruments, for the legal aspects of the Cooperative Aviation Security Programme - Asia Pacific, and other civil aviation projects. From 2011 to 2017, he served as Senior Civil Aviation Policy and Management Adviser at ICAO. Since mid-2017, he is Senior Legal Adviser to the Delegation of the UAE on the Council of ICAO. He has taught aviation law at the Institute of Air and Space Law of McGill University, Montreal and other universities for many years. Since 1991, he has been Adjunct Professor at McGill University. He has given numerous lectures and presentations at universities, international institutions and international conferences and has published widely, particularly in the field of aviation law, competition law and the law of international organizations.
